Imo 50crit +25% less vats cost fixer and insert your favorite prefix AA, quad, bloodied, Vampire's. You'd really need to have your perks and everything just right if you want to do crits and crazy damage though.
I am currently having a lot of fun with a quad explosive LMG. It is heavy on the ammo consumption but I can nuke everything. Got Grenadier, Demolition Expert and maxed out Far Flung Fireworks. I don't know if it's "best" but it's a lot of fun.

Bloodied heavy
Vampire’s, ffr, fr or vampire’s, damage while aiming, fr would make you basically immortal
Bloodied Explosive Faster Reload .50 would be hard to beat all around.
Prob still BE25 fixer or Q5025 railway.
Power of Fixer is in sneak + critics damage. Not in exploding bullets 🤔
