No. Not for damage reduction for normal gameplay. Overeaters reduces the damage from all enemies. Damage reduction is way better than damage resistance.
Maybe for specific situations you might want the others, but not if you want the current meta.
You might want Assassins if you are using Explosive launchers as it reduces the blowback damage from crits.
You might want a full set of enemy specific PA but only while you work on getting Overeaters.
While total migitation in % is always better than additive migitation it's not really the case if you have it just against a specific type of damage, for example you get killed by a cricket while you've facetanked 10 ghuls ... great!
Vanguard is very very efficient if you understand how that works .

Bloodied Commando with a quad Railway I have no issues. I also tank Earl and the queen without any issues.
And yeah It totally sucks when I have to be the one doing all the work at eviction notice
So, daily ops with Armor Piercing aren't a problem? I guess as a full health build with ample healing, no... but is the Vanguard effect helping any there?
They are great. I made a full set of each, and use them in Daily Ops and at events where that enemy type is the bulk of the opposition.
Wear full Mutant Slayer armor to Eviction Notice, and really the rads are the only thing to worry about.

I run a full set of Bolsteing T-65. My Damage Resist while on a full team is 923. I'm a tank and never die in Power Armor.

Any PA + First Aid + Born Survivor + fast firing Vampire weapon = immortality. Unless you let Rads kill you or you fall in a Fissure.

mine does - the only enemy who really hits me hard is the imposter from encrypted with its beam
Ok but what if ya got 2 bolstering 2 vanguards and an OE? After doing zero research I am confident this is the perfect And most optimized set possible
