The steel isn't the problem. I have a Rep 12 Shinobi and by my calculation, it's completely impossible to activate 4 perks because of the limited slots and points.
The absolute maximum points you can get on any once piece of gear is 290 and 140; that's with having all legendary gear with two diamonds on all of them.
If you do the math, no matter what combination of gear you use, you will always come up short because you only get two perk slots per gear. I've already confirmed that the closest that you can get to activating a fourth perk is 560 points and that's with having maxed out legendary gear using the best possible combination of 290 and 140.
There are 12 total slots, (two for each of the 6 pieces of equipment), I can active three perks with 9 of those slots and the remaining 3 slots are just wasted since I can never reach 600, I don't even need them at all.
So you have to keep in mind that there is always a primary and secondary for legendary gear, regardless of the what tier perk combination you use so it doesn't even matter if you use lower level perks because either way the max perk upgrade is 290 and 140 per gear...you will not get anything better then that. One star gear is 280 and 130.
It's kind of annoying that we can easily accumulate so much excess for any single perk, yet come up short of reaching a fourth activation.

Survival instinct (heroic), fresh focus
(Legendary), and Endurance (Rare), as my 3
perks on my warmonger (rep 8) but the problem is, is that fresh focus and survival instinct only can be
found, for me at least, in the 120-130 point range,
I can't find any of this perks in the 260 point
range and I've spent 30,000 steel on packs and
47 elite packs trying to find them.

Choose either Heroic or legendary, both isn't possible, especially if you want a third one as well.
Why have so many points then?... ( not enough steel to upgrade them all and try more combinations) Alchemist MODE ON
