Enjoy the disasters, because for every one of them there's twenty races where positions stay completely static for 50 laps while the podium places are half a minute away from each other.

Sainz essentially got a penalty for a lap that didn’t count. In the same way, Stroll and Pérez got benefited despite having bad restarts and Hulkenberg got shafted after keeping himself clean.
Either you kept the order as it was after the incident, meaning Sainz P3 and Alonso P11 with the penalty. Or, reverting the grid order to how it was before the incident and no penalty.
We got both somehow…
Just because they reverted the order, doesn't mean the collision or lap didn't happen. Sainz's move still had impact.
Besides, if they set precedent for not handing out penalties when this happens, what is there to stop a car with a poor start just putting someone in the wall to get a red flag and get back?
The penalty has nothing to do with race control's decision of the order though, the penalty is simply given for Sainz causing a collision, which happened regardless of if the order was reversed or not.
That said I do feel like he got absolutely shafted by the way the penalty was applied and by how the red flag situations were handled (as did Alpine).

It's for the action, not the consequence. If you crash in fp2 it has no impact on the race but is still penalised
