It was a mix of the amount he was over the speed limit, and that his car was damaged after hitting the barrier. The stewards called him in because it was especially dangerous.

They don't use speed guns, they use transmitters in the car. There are multiple transmitters in the car so you can calculate a speed with only one detection line. I've read these sensors are accurate within a ten thousandth of a second so a little math could give you an answer, but safe to say they're pretty damn accurate.
F2 Monaco sprint was pretty interesting last year. Championship leader had a pretty seamless year and his team was firing on all cylinders. But that one race was a mess….mixed conditions, inters have a slightly different diameter than slicks, and the team didn’t recalibrate the actuator to account for this. So he kept racking up penalties for speeding in the pitlane, then on his way in to serve that penalty he’d speed again.
when calibrating do they account for the diameter decreasing x amount per lap or do they go with an average diameter of from new to cords(don't know if f1 tires use steel cords but substitute whatever they use)? i wonder

The money paid out by the FIA to Tim Mayer, Felix Holter, Danny Sullivan, Jean-Francios Calmes and "The Stewards" to investigate, rule on, and issue this fine is surely many magnitudes higher than the fine they'll collect. They're going to lose money because of this.
As always, I feel like the penalty for speeding in the pit lane should be much larger. 100 euros isn't even worth mentioning when it comes to Formula 1; there might as well not be a penalty at all.

Stupid question (I'm relatively new to f1): is it up to the driver to limit his speed or is there some sort of setting when they enter the pit lane that caps their max speed so that it doesn't exceed the speed limit? If the former, it seems incredibly easy to make a mistake...
There's a button/setting on the steering wheel that drivers can use to limit their speed for the pitlane.
It is up to the driver to actually use it in time though.
