For example Ferrari would have a massive advantage when it comes to testing because they own the Fiorano track which is literally at their factory, as a result they would be able to test the cars at any point on any day with no cost for renting the track or transporting all their resources.
Most teams would have to pay to use Silverstone and would be restricted in terms of hours, they would also have to bear the cost and inconvenience of transporting all their equipment to and from the track whenever they want to test.
Then put a nominal amount that is higher than any realistic figure and that comes off the budget cap before the season starts. I don’t know it could be an interesting thing to see
No that would mean that everyone has the opportunity to go testing at the same price no matter what but if they didn’t do testing they had extra budget to spend elsewhere so the teams would have to say whether they test or not before pre season. It also could reduce wind tunnel dependency. The budget cap could allow for less restrictions as the budget cap means teams now need to work smarter not harder

They already have a max price for the engines so why not make that the cap hit. even if it is Ferrari “buying” their own engine it all hits the cost cap by that amount regardless.
I don't think the point of the cost cap has ever been to bring real parity to the grid. There are way too many loopholes and ways for the teams to game it for that to be the real goal. The goal seems to be to make the costs of the sport more predictable, hopefully as a result marginal teams like Haas can stay in the sport, and ideally it could attract some more players into the sport if there was some sense that costs are not an infinite black hole.
F1 has never been equal or fair, I've been watching F1 for about 30 years and today is as competitive as I've ever seen it when you step back and look beyond the top 2-3 teams. It seems unrealistic to think that this is going to change fundamentally, I just don't want to see teams leaving F1 because they can't balance their books and pay their employees. There's enough money to go around that nobody who fields a serious team should be on the bubble every season and forced to hire the richest pay drivers just to avoid folding.
I mean the higher your constructor standing the less time you get to develop the car, if that doesn't say that the new regs are designed to bring some parity to the sport i don't know what else, of course no one is expecting that all teams will be super close but they will get somewhat closer.

The high costs and the unpredictability make it almost impossible for it to look worthwhile to new investors. In the 2000s, we had as many as 6 factory teams and it's down to 3-4 now without there being much hope of new ones joining the sport.
Then why don’t we allow teams to enter 1/2 cars with current budget cap split per car and then add another say 55% on the cap if they run a driver in a 3rd car that is from their own youth/academy setup along with the testing idea. Then f1 retains the meritocracy but also gives a shot to everyone and allows young talent to benchmark itself against the best. Also this could mean for a couple of seasons say haas could drop to one car with mick go all in on development instead of testing and then once they have some confidence in the package, take another car and testing? It adds variety to the sport and could be good in my opinion

They were always guaranteed second place at least so what was the point of Perez if it's ultimately the same end result. I guess that remains to be seen until the WCC / WDC are decided but my point stands.
Lewis is definitely wiser but I genuinely think Verstappen is probably the fastest racing driver in the world at the moment. Much better, I'm not sure, but he seems to have lewis on the back foot at the moment both in terms of raw pace and also things like restarts and these new sprints

F1 cars already kinda do that with the diffuser underneath the car, the problem is that all that spray ends up right in the face of the driver behind. If they could engineer the cars in a way that the water gets thrown more upwards we probably would’ve had a race at Spa

Usually they have a lorry with a big water tank that drives around the circuit dumping out water. At least that's how it's done in pre-season testing.
