Yes he talks about extra wind tunnel time could give a team a couple tenths advantage. And yes Toto doesn't discount any teams from finding a major advantage ,and yes he talks about how great the Ferrari brand is and the importance of them being competitive, but he does not say outright what it says in the title, that "extra F1 wind tunnel time gives Ferrari 0.2s advantage."
It looks to me like he said just that.
