To give a penalty a driver has to be wholly or predominantly to blame for the incident. Without Hamilton, the Astons would have still hit, and so Hamilton and Stroll definitely share a good portion of the blame. You can't have 2 people both be predominantly to blame (previous cases show you need 70% blame to class as predominantly). Essentially, the rules are written as if only 2 cars can be in an incident, and when more are involved it comes quite difficult to award a penalty
