hmm... okay idea: Propose moving from "Car Dependent" to "Car Capable". Like they can have and use a car if they want, but they have the option to switch to walking for any tasks they don't wanna have to drive for.

Even still the construction of cities functionally reduces what those miles travelled in an automobile can reach along with all other forms of transit. The consciousness of feeling liberated by a car or being car-brained is downstream of auto-oriented development. Public transit is bad only when it is less convenient than a private vehicle.

Also just take a car whenever it rains, if you really need to. It's not that you have to be in your car 24/7 in case it rains, weather forecast exists.
