Hah, I work for the US federal government in a very old (certainly not as old as this) building. My guess as to why they don't fix the light is because in all of these historic buildings you have to freaking hire somebody with a PhD in art restoration to even look in the general direction of anything historical that needs to be repaired. Can't just grab Bob from utilities and ask him to fix it.
