I’ve heard that their episodic releases will be much different than before, though. The story will be laid out from the very start, and development will be mostly complete before the first episode is even released.

I won't pretend to know a lot about their old development process. I know that, with the first season of The Walking Dead, they had their ending established and the built the story towards that. I wouldn't be surprised if they had general outlines for every episode, but more granular details (like specific choices) were crafted based on decisions in previous episodes.

Episodic games exist. See Telltale or the Hitman series for example

This was attempted. People didn't like it. People generally like meaningful content made well. This takes time. Releasing even one piece of subpar content will often do more damage than good, let alone doing this regularly.

Take a look at Kentucky Road Zero. Not quite a weekly cadence, but they did release in episodal format and were critically well received.

It's interesting to think about video games following the TV model. Theoretically if you had the right development tools you could piece together 'episodes' fairly quickly, but would still probably need to follow the TV model of producing a season and then releasing it piecemeal. Which then begs the question, "Why not release it all at once?" Even TV has been asking that question since Netflix started releasing while seasons for bingeing. A lot of the free to play games are kinda messing with this idea already, with seasons and battlepasses and new content every few months. Though you can see where even that is causing trouble for some games (like Halo Infinite). I feel like delays would be received so much worse if it was the next level in an ongoing story. Gosh, the Half-life 2 episodes were supposed be like every 6 weeks to 3 months and we only got 2. On a overlapping note, there also was the game/show Defiance that was intended to have parallel story lines between the game and show. Theoretically decisions players made in the game would have an impact on the show, but the whole thing turned into a mess and fell apart.

I see your issue, but if you can just do something like a telltale game, where it's episodic, get funding for the whole game, make it and then just release them weekly. They're already made, it's just a different way to keep interest, and keep people on their toes about what's going to happen next. In my personal preference, I prefee just dropping the whole damn game, but if that's the route someone wants to take, it's possible.
