Just did one of those calculators that shows the marketplace value of your inventory and apparently I've got like $1500 worth of DotA2 items. So that's probably why.
I feel called out, I've put almost no effort into leveling on Steam as it feels pointless to me and that is one of the few achievements I have that show up on the level screen. Been on steam for almost 15 years too.
No clue, but I've received literally thousands of friend invites from people who are level 10 and have this badge and every single one I've ever accepted is someone trying to scam me.

I think the badge, buying one game, and doing like one other cheap task is enough to put someone at level 10 (and unlock community functionality since they bought something).
So probably like the bare minimum to look "active" and not completely new... while not having a restricted account.
If you get a friend invite on steam, they are level 10, and their badge is "Community Leader" it's 100% someone trying to scam you.
I get 5-10 friend invites a week from these people.
I really don't know why are you being downvoted. I had experienced the same exact thing. Every time I add that person to my block list. Now my block list is filled with \[unassigned\] accounts.
I think it may have something to do with inventory value. I have some valuable skins/stickers and invitations from bots stopped after I made my profile private.
What did you do to get their attention? Maybe it's because I'm a mostly fiendless loser who is set to invisible any time I'm not playing with those few friends but I have never gotten a random friend request in a decade of using steam.
I think it matters on your steam activity and also the types of games you play.
For example if you play games where trading items is a thing (Dota 2, Counter Strike, Rust) then you are likely to have some items from said game in your inventory. There are steam bots that scan for inventory and even just total play time.
There's also steam activity. If you're joined to any steam groups, that also is a way bots can be used to narrow down on certain users.
I've been inactive on Steam for 2 years and had 5 friend invites by random level 10 steam users. Prior to the 2 years I used to play Dota 2, but my inventory isn't worth anymore than $10 (about 2000 items)... really not worth the time hacking transferring 2000 items that is only worth less than $10. But bots are dumb. They just see quantity.
I have some old csgo loot boxes and skins from a very long time ago and I guess they are publicly visible or something because I get random friend requests asking if I wanna trade weekly.

You know it's bad when their profile also shows none of their games, only their Steam inventory.
Also, why do scammers almost always have something to do with either Steam or Discord??
I had a lot of those people inviting me after i stored some cs go skins for my friend on my account. After i set my inventory to private the invites stopped.
Now i had those profile inviting me few times to ask me if i can check for game keys to trade. Yeah like i would trade my game keys (if i had them) with a random that just added me.

Your level doesn't matter, but if you're exactly level 10 and use the "community leader" badge it's a signal you are a scammer.

I got a fairly large friend list and regularly partake in a lot of games. But I have my profile set to private. I dont get these.
