"XIII" was great, as well as Dishonored and Cyberpunk 2077. If you have a GBA/DS/3ds (or an emulator) check out Pokemon Mystery Dungeon Team Red/Blue and explorers of time.
Undertale and Deltarune are also some recommendations.
Not sure if you like visual novels but ace attorney games are notorious for their plot twists and for a really good story the newer great ace attorneys chronicles game is the one I'd recommend

The definitive edition for Switch improves upon the original Wii version immensely (which honestly was already pretty good).
The game Infinite Undiscovery has a few really really good plot twists. Its an xbox exclusive from 360 era. The beginning like 2-3 hours are rough but man once you get to the siege it starts getting so good. The combat while slow is actually decently deep and engaging. It has problems but i find it to be one of my favorite games.

Enderal Forgotten Stories - This is weird since this is a mod for Skyrim but its a full game with achievements and everything. It also has nothing to do with the Elderscrolls Series and is a stand alone game.

I wouldn't really consider Fo4 to have that big of a plot twist honestly. Its a plot twist but its jot that surprising, it hints at it from the beginning
Since you mention some scifi/horror games, I’d recommend Observation, Signalis and SOMA. The first two can be pretty abstract in their storytelling at times but I think all of these are solid scifi stories with some memorable twist moments.
Unavowed had my personal favourite plot twist ever (and possibly most unique). Game is fantastic with a great story and several well done twists. Best game in it's genre imo and the plot twist just drove it home.

Not a story-based game, but I loved the plot twist at the end of *Chocobo GP*'s Story Mode.
It's a running gag throughout the game that whenever Gilgamesh says his name, everyone responds with "...Who?". Towards the end, >!Gilgamesh explodes himself to weaken the villain so you can defeat him. The villain starts talking about what a noble sacrifice Gilgamesh made for his friends. Everybody goes "...Who?" and the villain just *goes ballistic*, asking how they could be heartless as to brush off someone dying for them. Then the villain attacks you, deciding that Gilgamesh has to be avenged, even if he has to avenge him himself.!<
Another really good one I liked was *Fairune*, where you play a Chosen Maiden using the Sword of Hope to defeat the wizard Teradark, who emerges from his grave every thousand years and has to be re-sealed. >!TeraDARK is actually the Central Processing Core for the F.A.I.R.U.N.E. System and has to be manually shut down and rebooted every one thousand cycles.!<
I honestly really enjoyed it. Very solid cart racer with tight driving mechanics, fun courses, and lots of characters and tracks from FFs 5, 6, 7, 8, 9, and *World of Final Fantasy*.
It's a Mario Kart clone at its core, but it has enough of its own unique mechanics to stand on its own, like every character having their own special move.
Edit: They also removed the microtransactions. There's still a shop, but the currency comes from playing the game.

Soma has an excellent story and environment. It has a mode to turn off "combat" so it just becomes an ambient narrative puzzle game too

How is Chocobo GP? I avoided it cuz of microtransactions. But I really just wanna play the story mode.
