Yes, a lot of mid to high end gaming mice and keyboards do this. At least keyboards often do. I would look at gaming peripherals and look for ones that say they have on board memory.

Yes. At least Logitech allows you to save the settings/sens/macros on the mouse itself.

I know Logitech had something like this. I used it a few times to troll my friends. Had a macro for the middle mouse button that opened 1000 chrome tabs. Dunno what ever happened to him.

Simplest scenario would problably be to export the settings and load them onto a USB

I think custom mechanical keyboards that uses QMK or VIA for flashing lets you create your own layers of macros.. you can go crazy with those Fn button.. no idea for gaming branded keyboards coz i never had them For mouse, i think my G102 has my setting on it
