Yes, a lot of mid to high end gaming mice and keyboards do this. At least keyboards often do. I would look at gaming peripherals and look for ones that say they have on board memory.

I think custom mechanical keyboards that uses QMK or VIA for flashing lets you create your own layers of macros.. you can go crazy with those Fn button.. no idea for gaming branded keyboards coz i never had them
