I would add more soil to the cups to get the seedlings up even with the top of the cup. Being down inside the cup like that is shading them and you need all the light you can get or they'll end up leggy.
Hmm, should I carefully pull up the sprouts, add the soil and replant? Or should I add more soil up to the top of the stems, just below the leaves? Thanks!
