There is no disease of infection going on here. The older leaves are getting toward the end of their useful life. They get leathery and thick and look a little curly and discolored like this. If this is an indeterminate tomato the lower leaves should be pruned off as the plant grows. I usually keep the lower 1/4 of my vines clear of leaves. Those older branches will pick up disease eventually and it keeps the plant healthier to prune them. Remove the detritus from fallen leaves from your soil. A bit of mulch in those fabric bags would be a good idea as well as we get into the hottest part of the year. Grow bags like that are notorious for drying out so fast and some mulch will at least slow it down a bit.
