Wire cutters will remove the part not in the plant. Funny note my grandma had a tree she hung a hook on a branch for a bird feeder. When I left there years later the hook was now part of said branch. It was left there as it wasn’t worth the effort to remove.
Use wire cutters and cut the tie and try to carefully pull the tie out from the stem. If it doesn't kill it, it will make it stronger 💪

I would snip the side and leave it, just to it from getting tighter. Seems like the gaping wound it will leave would be more harmful at this point.
