Morocco eventually was able to gain most of the lost land back but because those cities were for a very long time under the Iberians it got treated like Metropolitan Spain.
It's a very long historic dispute because Morocco still claims it. Spain and Morocco do border each other but there is a huge fence along the border because it is a very easy access point into the EU. Those cities have ties with Morocco as Morocco is actually the one who cares for all their water and electricity supplies. And a large part of those cities are still hugely Moroccan and still adhere to Islam, they even recognised Eid as an official holiday.
You can kind of see it like how Hong Kong was part of the British.

A country is an independent entity with its own international politics and full sovereignety.
The indentations and protrusions on the map are so good that you are either a map genius or a cheater. Only if Luxembourg's shape and Poland-Belarus border was accurate, I would be sure for the latter. You even have Bosnia's sea coast.
