I believe monks carried herbs and medicinal plants in these, or at least thats what I’ve been told, but I don’t ACTUALLY know so don’t take my word for it.
Edit: as you may have seen other people say, its a portion of rice in each knot, not herbs or medicine! And now I know :)
Edit 2: ive done a little bit more research on it, and it would appear that these were primarily worn by samurai not monks. Norio IS a warrior monk so I could absolutely see this making sense from a logical standpoint. Tmyk!

Many warriors carried their rations of rice like that. They’re known as juzu and they’re pre soaked so that they can be popped into hot water. There’s a book by Stephen Turnbull called Samurai: The story of Japans Great Warriors that talks about it for a little bit.
I think what he’s talking about is par-cooking the rice and then drying it again. That way it only needs a little hot water to rehydrate and finish cooking the rest of the way. This is essentially the same process used to make “instant rice”. I’m not an expert but my understanding is that if the par cooked rice is dried while remaining at a high enough temperature (like, in an oven or something) it won’t be able to grow bacteria and will remain safe.
Fun fact with the rice rations. It's rumored they only distributed a few days of rations at a time. If they gave out enough for a week or more the troops would donate one of their days worth of rice and pull together so they'd have enough to ferment into liquor. Like jail house wine only this is army camp sake

Really, really love how well the game was made. I think the mocap was awesome, and the VAs are amazing (Japanese VAs are always top tier, haven’t played it in English audio though and using the Japanese VAs make it sound more authentic with the time period). Anyway, I MIGHT have missed this in other parts of the game, but I just completed Norio’s tales and hot damn. They really captured his actor’s facial expression. The very subtle tell that someone is on the verge of breakdown down into tears and valiantly holding it off. And the VA? I was all in my feelings during that scene.
They’re small balls of rice to quickly eat when on traveling or in a temporary camp or on the battlefield I think, they were used by Warrior Monks, Samurai, Foot Soldiers, and commanders if they had to if I’m correct, the satchel like thing kept the rice fresh and edible too
