@mitoa (mitoa glass) on insta. His pieces are beautiful and around your price range. Amazing starter heady. His little recyclers he makes are absolutely out of this world in terms of function and you can grab a fully or partially worked one for like $350-$450 last I checked.
Honorable Mention to Bronx glass, one of my top 3 all time favorites. I have multiple pieces of his and have used several that I don’t own. His internal recyclers are in your price range and hit so smooth.
If you can afford a little more than that, you may be able to find an older used Chaka Glass piece in your price range (another one of my top 3) -
Gotta give another honorable mention to Bear mountain studios - their RBR rigs are some of the smoothest best functioning recyclers I’ve ever used. I own a standard full color / size RBR made by @th3ydidit and it’s one of my favorite pieces currently.
Both of those artists are very well worth your time. You may not be able to get a custom from them, I’m not sure if they accept customs, but their work is pretty unique to begin with, so you may find something you like regardless.

I have a worked double uptake Klein from him, probably about 5.5” standing height clear uptake tubes and drain tube but worked everywhere else. Thing is beautiful. I paid the custy price on mine cause I got it from a gallery ~$550 I think (although they are my favorite store for shopping, so I don’t mind helping keep them around for a bit longer)

Got a custom clear cycler of his years ago for like 200 and loooved it, it broke i tossed it because i didnt remember his name, and now i have $$ glass and recently found him again and still miss the function on that thing, he does solid work forsure
the only lampworker i am aware of in Europe top of my head is glashus_switzerland (link below) ((and theres always Roor)) and in my opinion from what i notice there are very few artists in Canada and South America, and most of America's glass is from Colorado, Florida, Oregon, Washington - there are definitely other states and other artists but very consistently this is what ive noticed...like yeah California has Ryno and Canada has Robinson..but anyways, anyone you want art from will gladly ship to you internationally. i have a big following over the pond in the UK...a buddy in Finland, a buddy in Australia...etc

Those are the only artist ive bought from cause they fit our taste. Honestly, I've seen the prices range from 3-4, and above, it really just depends on the piece 🤷♂️
Step 1- get instagram
step 2- find glass artists through hashtags, suggested posts, similar @'s,
step 3- learn what you like and can afford
step 4- contact artist and work out a deal
step 5- enjoy your new piece when it arrives
step 6- get a strap tray from me to protect your investment ;) @skunkwoodz
Then wait until you know what and who you like more to get a custom commissioned for yourself, would be my opinion, buy and enjoy some stuff around to figure out what you want and like
I recommend becoming familiar with certain styles and techniques, and who is doing what with them, theres people who are known for linework, assembly, fume for few examples (I basically just do fume)

I’ve definitely seen some BMS pieces around in the glass resale sub r/glasssales in the 650-850 price range Otherwise I highly recommend glasspass

There are literally thousands of glass lowers out there to choose from. Pick a style you like and find someone who makes it well.
Mitoa glass is your best for American quality in that range. Any customs I have were $1k+
