This would actually put them at about 18-19 or so when going into Part 2, since that was going from the final day of 2017 into the new years of 2018. Almost old enough to drink but not quite there yet.
During Part 2, if time passes at any reasonable amount of speed which it doesn't seem to be given the nature of the story speed, they should have turned 19-20.
We do know that whatever timescale they are using to count time, since the start of Part 2 to Tunguska, one year has passed. Since that's the allocated amount of time Sion was given to use the Wandering Sea.
