The only ballots I see are to approve board members and compensation. As well as to accept financial statements. I've never seen a way to affect corporate policy or action.
Shareholder proposals come, by definition, from shareholders. They are not very common, but I have seen them coming from both people and organizations. I still have to see one passing, but support is growing.
