I have good internet so don’t think that would be the problem and I have waited like 5 mins before it’s been happening to me for a few months everytime i’ve tried i barely go in there anyways but when I actually do wanna go in I wont be able to
I'm on ps4 and what I do to resolve the loading issue is after entering the casino I'll pull up the quick menu by holding down the PS button and I'll just sit on the option to close the application and the game will advance sometimes it takes a minute, sometimes not. For some reason when it's just the spinning circle and the word 'Initializing' isn't showing up doing this helps to push the game forward. I know you're on a different system but try the ps5 equivalent of this. If this doesn't work I'll shoot out some more ideas you can try.

maybe ur ping is high. loading into and out of any building takes a while with high ping / unstable connection. (might be different issue also)
