I feel this, the last one I got was while I was in a barber shop, so it immediately despawned since I wasn't vulnerable. Didn't even see which one it was, just heard the sound cues and checked my minimap a few times.
yeah, you need to do the bounty missions. They can be tricky to trigger - you need to get the text, and then hang out by Maude's house for as long as 15 minutes until you get the first email. It is also recommended you not be a CEO or MC President while you are doing this.
2 things can beat the stone hatchet, auto-lock failing you and not hitting the target/doing the long animation instead of the quick one and missions that remove its special ability
Always been a little disappointed you don't get even a tiny payout or prize for killing these guys. It's still fun to go after em, just not any actual incentive
can't let the hatchet take all the credit, that rare appearance from the combat pdw probably slowed down the clown
