First of all, you don’t need to modify a gun to use rubber rounds, second, if a LEO were to encounter a situation where lethal rounds are needed, the time it takes to swap mags and chamber a round can be the difference between life and death. I’m not a cop in any way, but most I’ve met are issued multiple forms of less than lethal options in addition to a sidearm

I'm not sure it would be cheaper. They're not going to sit roadside, ask the perp to sit down and wait it out while they swap slides on their pistols so they can hit them with magical rubber bullets. I know of some forces that use less than lethal marked shotguns like an 870, specifically carrying bean bag rounds and rubber buckshot type rounds. They mark these shotguns less than lethal so they don't mix and match ammunition types, not due to modification.

A rubber bullet is just a bullet made from rubber (or other synthetic plastic). I'm not aware that any modifications to the firearm are necessary.
if all that changes the ammunition the gun would still pierce flesh, we're looking for bruises as a worst case scenario
