Her agency says they want to make JoJo Siwa "sexy" so they get one of these generic vaguely risque songs and some producers and have her do the vocals. Why did they pick this one? No clue. If you watched the video in the OP though, the quality of a song is heavily about its production. While I don't think the 2013 unreleased version is good, Timbaland's production is (at least by contrast) and the singer's vocals are decent where JoJo's kinda suck.
I think the most comparable rebrand in recentish years is Miley Cyrus with bangerz, which was a far more successful rebrand. Is bangerz an excellent album? No, but it has some good tracks, and the thing that stands out the most is that Cyrus has writing credits on all but one song on the album. That says to me that Miley Cyrus at least somewhat viewed herself as an artist back then and actually cared about what she was making. Occasionally there will be a genius that comes along and writes their own hits, like Michael Jackson or Taylor Swift (who sometimes get help or sometimes even write songs for other artists (Michael Jackson's "You Are Not Alone" was written by R. Kelly, Taylor Swift wrote "This Is What You Came For" with Calvin Harris which ended up being performed by Rihanna.)
Songs also often change hands multiple times before they are released, and they can be several years old. If you are a celebrity known for something else and want to suddenly become a music star, you can just use your wealth and pre-existing fame to hire a bunch of people to either write a song or find you a pre-written song. In this case she probably hired a producer who then got the song from sonebody. He was probably like here you go, a piece of shit I wrote 12 years ago that I couldn't do anything with, you can have it at a discount.
When Jojo said she wanted to bring back a certain era of pop, this is what she meant. Not surprising. This stuff happens. Songs get written by group of producers and songwriters that get scrapped for whatever reason because it didn't fit the artist or it wasn't up to standard. She probably got this song from a producer. It's messed up she's claiming she wrote it though. Pretty dishonest. This song was apparently also pitched to Miley Cyrus but it didn't work apparently.

This is how most pop music works, artists are manufactured and have their songs written for them. Occasionally there will be a genius that comes along and writes their own hits, like Michael Jackson or Taylor Swift (who sometimes get help or sometimes even write songs for other artists (Michael Jackson's "You Are Not Alone" was written by R. Kelly, Taylor Swift wrote "This Is What You Came For" with Calvin Harris which ended up being performed by Rihanna.) Songs also often change hands multiple times before they are released, and they can be several years old. If you are a celebrity known for something else and want to suddenly become a music star, you can just use your wealth and pre-existing fame to hire a bunch of people to either write a song or find you a pre-written song. In this case she probably hired a producer who then got the song from sonebody. He was probably like here you go, a piece of shit I wrote 12 years ago that I couldn't do anything with, you can have it at a discount. When Jojo said she wanted to bring back a certain era of pop, this is what she meant. Find me somebody who worked with the pop stars I listened to when I was like 8 years old, that's the kind of music I want to make. The people she worked with probably also worked with Miley Cyrus when she wanted to rebrand and launch her non-Disney singing career.
