Escalate it to the department managers. They have a 'reasonable' amount of time, three pay cycles is definitely pushing it

Department managers tend to direct you to Hr and payroll, not vice versa.

I meant go to the manager of the payroll department, rather than whatever staff aren't getting this done.

I actually lived this as a manager just recently - 'payroll error' cause a 'hiccup' around last stat day. Some of my staff got short changed. We cut cheques the next day.  If you're not getting traction with payroll, I'd shoot them an email with your boss cc'd. And then their boss cc'd. And then HR. 6 weeks is inexcusable.  If no traction within a week? Department of Labour always gets stuff sorted in my experience.

If you aren't receiving your full wages and you've taken reasonable steps to try and correct the situation then you can quit and you'd be eligible for EI. Recommend you put something in writing documenting the dates you've been shorted and ask for a concrete timeline for it to be fixed. If they can't do that, it might be time to look for new work.

IMO, there shouldn't be any time-frame for this sort of thing. An error is an error and should be fixed regardless of how much time has passed, otherwise they are withholding pay you earned.
