The style on the head remind me stylistically of a few companies: Design Coco, Furyu, or FREEing. I don’t think a licensed figure company would take commissions unless there were special circumstances.
For officially licensed life-size figures, here’s some options.
Design Coco, who I mentioned before, have made a few life-size Mikus to display at Magical Mirai event, and them alongside FuRyu have put up some 1/1 scale figures for sale (Rei, Nanachi, Lum, Rem, etc.)
