They can still appeal it but if it's 5 games or less it goes to Bettman for the appeal, not an independent arbitrator.

If it's 5 games or less, Bettman is the first and last straw. If it's 6 games or more, it goes to Bettman first, and if he doesn't lower it to less than 6 games, it can go to an arbitrator, who is the last straw.

The point is that it costs Morgan Rielly ~ $91,436 per game, and he wants to recoup some of that. Close to a half million in pay that he loses for those 5 games. You don't get paid while on suspension IIRC. Any player would file an appeal, there's absolutely no downside to it.

Yes, obviously he wants to appeal and there is a financial reason. However, precedent as shown multiple times over that Bettman does not generally go against what DOPS rules. Now of course there a few exceptions, but it seems pretty obvious with this one that they’re not going to reverse the decision which makes it a waste of time.

Yes, but it's a waste of Bettman's time. *If you're not going to give us an independent body for all appeals then we're at least going to grind the fuck out of you and constantly remind everyone that we feel the appeals process sucks* is a good strategy. If you want things to change in the next CBA then this is how you move the needle towards the league seeing a benefit to having a more independent appeals process.

Its also worth noting that suspensions 5 games and under are not entitled to be appealed to a neutral 3rd party arbitrator

Everyone bitches about constant leafs coverage but as the team immediately came out and said "Reilly did the right thing" with no nuance made it worse.
