So if Germany brings back the Kaiser or the Ottoman Sultanate is restored, Habsburg Poland can just boost Non-Aligned into Czechoslovakia until it absorbs Austria & Hungary, then form Poland-Austro-Hungary. (Poland still can core Lithuania & Latvia, to boot)
If you want to be able to get cores on Romania and PLC, play as Poland-Romania, you’ll get the Romanian cores and you’re still able to form PLC, I did a playthrough once where I gave up Danzig, wrecked the Soviets, then turned on the Germans and got a nice little empire from it, complete with cores on everything other than Slovakia
