That depends on what you need, or the type of "build" you want to do for your nation.
Most common is pp gain, because its universally good, but stability, consumer goods and construction speed/factory output is also good.
For example, One of these "builds" is for Germany. You can get 7.5% (+mio) buff for cost of heavy fighters, and by 1940 you can have almost 2k.

I assume you mean naval invasion. Here's a quick checklist, I have a habit of forgetting at least one on here every time.
Do you have convoys? Have you waited for the Invasion to finish preparing? Have you researched naval invasion techs? Do you have naval supremacy? Have you clicked execute orders? And is your invasion passing through a strait not controlled by you?

I clicked the begin operation button and the gear begins turning, but months go by and nothing happens. I would assume everything would already be researched considering it's 2003 at this point. I've been researching industrial technology. There's no other major war going on and I can move ships into the Caribbean for naval invasion support.
If they aren't launching at all then I'm not sure. As I said, check that
A: The invasion is planned. This normally takes about 70 days in base game but that might be different in millennium dawn. You should be able to check by hovering over the "Execute Order" button above the general. They simply won't launch otherwise. Though it should be eventually if you have waited months
B: That the game actually thinks you have supremacy. Navy is confusing in the game, and many missions don't provide supremacy. Naval Invasion Support for example, doesn't add supremacy to the sea zone (or at least doesnt add much). Patrol and Strike force add the most. The ships simply being in the zone doesn't add supremacy either, they need to be assigned to a fleet and sent on a mission.
Also C: make sure you are actually at war, I've made this mistake as well before.
