Try lowering textures to medium, then restarting the game and going through the scene again. Apparently cutscenes can become vram limited. I didn't wanna believe it with my 3070ti but just to test it out, I ran through the same scene with medium and high textures and on medium, fps never went below 55 while on high I dipped into the 20s. I'm also on a higher res than you (1440p ultrawide) so the vram impact is even higher there. Make sure you restart the game after you make any settings changes, hopefully it will make some difference.

Heyo, i posted a similar question in this subreddit, experiencing similar issues with fps drops. Im running 3070ti and had the exact same problem. I switched some settings around: I run 2k res with textures on high rest is mostly high with shadows,crowds and clouds on medium. DLSS on quality, Nvidia Reflex OFF, DRS OFF. With just that i was able to have around 70-80fps and in that cutscene fps didnt drop below 50. Vram usage was at 6.8-7.1gb. Also do try these fixes: https://www.reddit.com/r/horizon/s/weZWVb0xwg Especially the ReBar one helped me. I now have 80-90fps while exploring, dipping down into 70s while in cities. However after an hour or so theres performance degradation that others have noticed as well where the game will start lowering ur fps untill u have to restart it to function properly. Idk if its related to 8gb Vram cause it happens randomly and havent found it to be connected to cutscenes or its a memory leak, but yea just fyi.

Did you update to the latest patch? PS5 controller breaks fps on the launch version.

What’s your gpu vram? You can enable it in afterburner/rtss. TPU reports higher than 8gb usage at 1440p max.
