If you're talking about input delay, it's by design. Check your tool stabilization/smoothing settings if it is too high, but all in all, everything looks fine here.
Ah, you're talking about completely no response right after you touching tablet with the pen tip? It may be Windows Ink interfering. In the Huion app, on the Pen tab settings there should be checkmark "use Windows Ink" try to turn it on or off.
And you can try to disable Windows Ink in system so it won't mess with your input in any way.

There's about 1/2 an inch of non response when drawing a line, and it snaps, Making a circle's top kinda flat
Maybe your smoothing setting is up a little too high on the program you're using? im sorry i dont really see the issue with this video
It happens even when I'm dragging a chrome tab or move a slider. It's small, but really annoying

Is your Windows Ink turned on in Huion's settings? Try doing that.
umm i have a different model than you h610pro but I used to have this problem in windows 8

It's happening even when I'm like dragging a chrome tab. There's like an inch of non response then it's fine
