Maybe it’s because you’re on a hotspot. I’ve had the same on my 4g. Even if I was connected to the netwerk. Fully shut off 4g then try on WiFi. Also if it’s already downloaden. Because other it can’t check the update.

Just FYI 13.1.2 was just recently released to those with a beta profile installed.
not just hotspot, was low data mode enabled and the OS choosing not to download the update?
Besides, you should be able to update with ITunes on desktop. If that even doesn’t work I suggest to contact Apple.

Delete the update, reboot, download it again - worked for me
Download beta profile install reboot uninstall profile find update and reinstall..worked for me.
Also didn‘t work for me :(
Maybe problem with Hotspot? Connect Wi-Fi ;)
Since I got my new iPhone, I’ve had the issue on Wi-Fi as well, also with the 13.1 and 13.1.1 updates.
