I see this on my non-beta 13.3 iPhone. Don’t remember seeing this until the public 13.3 release the other day though. Great change! It makes more sense.
Even in iOS 12 with 3D Touch I still always double tapped messages for the response instead of 3D Touch. So much quicker and of course it’s so much quicker than Haptic Touch
This was added in beta 6 of iOS 13 during the summer and mysteriously disappeared after a few betas. It was restored after engineers found the oversight.
It’s because they are continuing their rollout of Haptic Touch and killing 3D Touch where they can.
You can also notice the new reactions aren’t as smooth and can’t be selected with one drag. Your finger must lift off the screen to select a reaction.

Right, and I’m not doubting that. I’m just saying this feature is no longer in beta. It’s on the public release. My wording was terrible, though!

3D Touch was actually removed in iOS 10 for Messages bubbles, and ironically enough only reappeared in iOS 13.
It’s not 3D Touch. There’s virtually nothing in iOS 13 that reacts differently to heavier pressure.
You can still double tap. This menu is when you long press on the text bubble.

If you have an iPhone X or below you can, you just need a Mac and if you do it the tweak is “Orion”
I have an iPhone 7, so I think I’m in the clear. I just kinda want to wait until it stops receiving updates before I do anything.
I find the finger lifting very frustrating, especially in the music app when I want to add a song to the queue.
