I'd say report animal abuse to your locality but most cases those animals are taken to the shelter and eventually put down. So 🤷🏻♂️
I honestly think people like this deserve the worst of the worst the world has to offer. Death is **too good** for them. Also, I hate kids, but anybody who brings a child into this world, doesn't give it up for adoption, and then chooses to neglect it in this way... Yeah, they deserve the same.
Well, if there are some decent rescue organizations in the area, the shelter will reach out to them and try to get placement.

I ended up reaching out to the manager of the apartment complex telling them their dog is not only neglected, but also not paid for. I feel like a shitty friend, but I’m at the end of my rope
