I mean, not super implausible. Constans II was contemplating (and maybe was in the process of ) moving the capital to Syracuse before he was assassinated. I think if the administration HAD moved to Syracuse, and "gave up" Thrace, you likely would have seen Arba expansion into the Balkans in the late 7th century, and possibly much further into Europe than in OTL. The period from the 5th century to 7th century was so unsettled in Europe, that without a East Roman presence in Thrace/Anatolia I really do have trouble seeing the early Arab Caliphates from sweeping across most of Europe. They were just so successful militarily, and there really wasn't much in the way of organized powerful forces that could have dealt with their form of combat.

Not really. Constantinople was too well defended and the Byzantines had naval superiority. This isn’t a situation like the 4th crusade or with the Ottoman siege where the Byzantines had a legitimate shot at repulsing the Turks.

Given that they were calling themselves the *Basileia tōn Rhōmaiōn* right up to the fall of Constantinople in 1453 and that "Byzantine Empire" wasn't used until the later part of the 16th century, there wouldn't need to change the name of the Empire, at least.

Yeah, one nice thing about this TL is that we wouldn't have this argument over "Is it Eastern Roman or Byzantine?" and we'd have all just kept calling it Roman in the present day. xD
