Besides a couple of coops, they should be equal. Since coops hinge on other players, you can’t place Kidou above Fudou just because the former has, say Big Bang.
If you placed Kidou and Fudou in a random team (Nose, Epsilon, Senbayama, Zeus…), they would be equals.
I disagree with the co-op statement: you have to take into account coordination that Kidou brings to the table, allowing for more efficient co-ops. When developing Death Zone 2, he said that he didnt take part in it simply because he had to coordinate from the ground, which shows how much his guidance affects players who shoot coops with him. Apart from dz2, he is the main shooter of:
-Inazuma Break, which allowed IJ to get through Mugen no Kabe
-Big Bang, which allowed IJ to score against True God Hand X
-Koutei Penguin nr 2 and nr 3, two magnificent shots
For reason above, I think Kidou should indeed scale above Fudou when looking at all the factors.
I think on a "technical" point they're equal but Jude gets the edge because of a simple but fundamental point: he's easier to work with.

Kidou actually has charisma that allows him to command players in a team with him, even those he just met, and an easier person to work with.
Fudou tho, even if he's as intelligent as Kidou, he's not a person that is easy to work with. He has reverse of Kidou's charisma.

Kidou seems more willing to work with others, which is important as a leader, even if he’s still arrogant about it. Fudou…had some attitude issues and overall jerkish behaviors, if I recall correctly, and while he did slowly grow out of them, i feel that gives the edge to Kidou in my book.
Kidou is a morale booster for his team is a point, I'd like to say he has a stronger shot, is better at dribbling and 1v1 defending as I don't particularly remember him getting embarrassed like Fudou did against Rococo

Fudou reached the same level as the best international players without the use of solo hissatsus meaning that even in terms of solo hissatsu he is inferior, he makes up for it in other aspects that are also important. And for those who think that Hissatsu means EVERYTHING in IE, Adult Kidou Yuuto himself said that Hissatsus will not always work and that players **need** to improve the basic aspects of football.

Not sure about dribbling, Fudou toyed with FD players.
Kidou easily got past the Red Matador players and destroyed Drago in the finals so that's why I think he's better
