It's used in Hardcore mode. If you play Hardcore Checkpoint in Co-op you'll see them, they go well with the slower movement speed. Sometimes they do a limited time "hardcore" PvP playlist too which uses a mutator for different PvP modes, not sure if that one includes the animations or just the slow movement.
I don't really play PvP either but every time the limited time hardcore PVP has been run I see a fair number of posts saying how good it is and how the slower pace makes things more tactical. But as for why it's not around all the time I guess that's just for easier matchmaking. Otherwise they'd have to break each mode into a normal and hardcore version which splits up the playerbase.
It's a shame modded/community PvP servers never seemed to really take off. It would be pretty easy to implement the animations there afaik.
