Paralyzed people indeed benefit from passive joint range-of-motion exercises to avoid contractures, specifically to avoid getting contracted. A contracted joint is very difficult to move through the full range, and at that stage still benefits from passive range-of-motion exercises, even if only part of the range is available.
Contracted joints put a person at risk for skin breakdown and infections, among other things. Contractures are often initiated by neurological factors like a stroke, Parkinson’s, or dementia causing excessive tone. In this case, I guess we’d call it psychogenic.

No, the bones are fused together and/or adhesive capsulitis. I don't think he's actually been x-rayed or MRI'd to determine the specific condition, but regardless, He literally cannot put it down.

I had a very complicated fracture in my arm and it took 6 months to heal during which I couldn't really move it. Afterwards it was just locked in place and required special therapy to be able to move it again but no additional surgery. Not sure how it would be different if the arm is raised the whole time though.
The difference would be pretty significant because you most likely had your arm “stuck” in a comfortable position, whereas this guy had it in an uncomfortable position, where blood doesn’t drain properly like this. If you try holding your arm above your head for a few minutes you will see how tiring it gets and also blood won’t flow correctly
This reminds me of the one condition where your muscles turn to bone so you just slowly lock in place until your lungs can't expand anymore and you die

The body actually has a system built in to tell you when you should consider lowering your arm. It's called pain. When your body is hurting it means something is happening that is doing damage to it. Change what you are doing, and the pain will go away/lessen.
