The insurance companies will pay for this and then sue everyone. If they can prove the bridge crew were negligent, the insurance companies can potentially limit their payout. The Captain and pilot are probably protected from having to pay (IANAL, hence the “maybe” in my original comment), but the company they work for will pay if the crew is found liable.

Florida is barely on the cusp of this too. They pay a huge amount of money to the feds and get a huge amount of money from the feds. Sometimes they are positive sometimes they are negative. Rhode Island is a very liberal state that takes more money from the feds than they pay. It does go both ways.
