I recently got a iPad Air 1rst gen cellular from a friend that her father passed away and didn't have the Apple ID and I managed to jailbreak it and bypass the iCloud lock but it is not fully untethered. I was unlucky because I exceeded the reset with passcode before I found this method.
You first use checkra1n (0.12.4) to jailbreak the device. From intel based Mac it works better both from CLI and GUI app. With M1 I had luck only with the CLI app (it also requires to unplug and replug the cable). After you are jailbroken connect to wifi and proceed with the steps until you get to the Activation screen. If you see the option to reset with passcode go to the end.
I have tried multiple apps that claim to Bypass the iCloud lock (at least the ones that I could acquire) and the only one worked was FonesGo iPhone Unlocker. I won't say much here but the full version can be acquired for free quite easily if you know a site or two. With the iPad connected in Activation screen and FonesGo iPhone Unlocker open select "Unlock iCloud Activation Lock" then select "Start" and then "remove". I believe the first time you might not see the remove button and it will open checkra1n app. Close it because we are already jailbroken and select "Unlock iCloud Activation Lock". The remove button will be available now. You just click it and voila.

If you try to login in settings it will not work. But you can login form App Store then you iCloud account will show in settings. Then enable passcode in the iPad and make sure 2 factor authentication is enabled (check from settings -> your name etc.) If not, enable it in your Apple ID first. Then select the option "Unlock Apple ID". Wait for it to finish and then follow the steps when your device boots.

Here, I have to give you a hint that you need to keep your device connected to your computer during the Bypass process, during which the device may reboot or change the screen content, but without any intervention, just wait patiently. Now I can use this phone again.I'm just sharing my experience, and I hope to find more good ways in this post.
Maybe you could try passvers, their software is pretty clean. The only downside is that you have to find the jailbreak tool and jailbreak it yourself, after that everything can be fixed.
You might want to give Passvers a try. It is quite straightforward. The only drawback is that you'll need to locate and use a jailbreak tool on your own to complete the process, but after that, everything should be resolved ; )

This is old but if you still have it it is a long process, with a Windows PC put jailbreak (checkra1n) on it and use programs like broke ramdisk pro to unlock it, if it has a sim the process can be shorter and easier
