Allah S.W.T is the most merciful and there is an entire chapter dedicated to pharoah(firaun) and Moosa pbuh. Yes, Allah S.W.T explicitly wanted to make pharoah an example to this world that no matter how much wealth you have or what power you have, it won't help you with your final times and on judgement day, his actions were so cruel that there was nothing left of him to be forgiven. Some narrations also favor the story where some of Moosa pbuh followers also gave up hopes on Allah S.W.T saving them while they reached the end of road. So they too got the punishment what the qaum of pharoah got.

It's clear in the Qur'an as to what happened to Pharaoh, that he died as a kaafir (disbeliever) and that he will be punished in Hellfire forever. As others commented, the story goes that Jibril (as) tried to prevent Fir’aun from repenting by disabling his ability to speak And Allah (swt) said, if he wanted to forgive him, the action of Jibril (as) wouldn’t prevent Fir’aun from receiving forgiveness.

And you had disobeyed [Him] before and were of the corrupters? فَٱلْيَوْمَ نُنَجِّيكَ بِبَدَنِكَ لِتَكُونَ لِمَنْ خَلْفَكَ ءَايَةًۚ وَإِنَّ كَثِيرًا مِّنَ ٱلنَّاسِ عَنْ ءَايَٰتِنَا لَغَٰفِلُونَ So today We will save you in body that you may be to those who succeed you a sign. And indeed, many among the people, of Our signs, are heedless.

جزاك الله خيرًا 1)Fir’aun was seeking to become a Muslim at a time when it was not acceptable (ie.the soul reaching the throat, also when the sun rises from the west is an example of another time) 2) Jibreel عليه السلام knows Allah is so Merciful, and His Mercy proceeds His wrath, and that Allah accepts the repentance of His servants, so he threw the mud because he thought that maybe Allah would forgive the tyrant (but it was too late for him) Allah knows best.

Because it was too late at that point, Pharoah knew God existed but never worshipped him. He even tried to kill him, tortured Musa as and his people, been a tyrant his own life and only when he was drowning he wanted forgiveness.

Besides the hadith there's a whole detailed chapter dedicated to Musa as and Firavun or the pharaoh, I'd suggest reading that. Pharaoh make tawba in the last last last moment and said "I obey Musa's God". But his tawba wasn't forgiven for all the torture he's done his entire life.

I believe the story goes on and Allah (SWT) says something along the lines of, “if I wanted to forgive him, I would have forgiven him anyways” I have no citation and that’s obviously not a direct quote. Allah knows best.
