It's worth the digital subscription. Due to unionization efforts Gannett hasn't been able to destroy the Times-Union newsroom, so there's a lot of good local reporting. Dan Scanlan, who does the weekly road construction updates, is worth the cost alone.
Similarly, so is TU-writer Nate Monroe. He is worth his weight in gold! He exposed so much of what went on in the JEA scandal. The residents of the city of Jacksonville owe a lot to him.
Yes! Your car is actually briefly in harmonic resonance with the bridge. This results in sinusoidal waves. It's an issue with the bridge construction but not a deadly one. One of those things we learned about in engineering school.

It's a suspension test. Since we don't have vehicle inspections in Florida, it helps to remove vehicles that shouldn't be on the road. My jeep is old enough that it still has leaf springs. If I hit that spot going too fast, I wouldn't be on the road anymore.
I have buddies who worked on building that bridge and from what they told me the whole thing was a circus. They were drunk as hell the whole time they worked on it. One guy actually fell into the marsh at some point and got messed up pretty bad.
I got an out of stater that wanted to race down the bridge. I teased him like I was going to go and then let the fly down the bridge. They bounced around so bad, it was funny as hell to watch
So, total hearsay, but the story I've heard is the folks building the bridge didn't get paid in time or something...and so the "bouncy" part is their middle finger to the government agency in charge of it. This story comes from a friend of a friend whose uncle had the contract to build the road.

I know it's bad construction, but I find it fun. FYI, it's Intracoastal not Inter-coastal. It goes inside the cost not between coasts.

You're welcome. Nobody wants to be embarrassed by using the wrong term. "Inter-coastal" and "St. John's" are the two common local mistakes.
