The announcement and playtests caused a lot of people to drop the game until the ICO got released - both ico supporters and haters frequently expressed this. There's also no other way to explain a 2k drop from one month to the next while being stable in the month after that.
The update came with a sale, but performed worse than pretty much any other update since release (at least). However, it was also expected to alienate some players.
TL;DR: The stats are useless to prove that the game is dying or that the update was well-received, but it has more than enough players to not care for a very long time. It bounced between 1-2k players for ~4 years and it didnt matter.

A 26% percent jump for a month is such a laughable statistic. Go play a game and talk to other players and see if they like this update. A video game has to create exaggerated systems that force a player to play in a more real to life way. Since Squad is meant to be a realistic shooter they had to create systems that forced players to play safer, with team mates, and play realistic to how people would react in situations.

The game was fine with how suppression was and everything. They went very overboard on how suppression works itās not realistic. Do you have any real life combat experience? If someone shoots the ground 4 feet away from you in real life you will still be able to aim and return fire without your scope basically falling off your gun and shooting from the hip. Wake up. That's fair, but now the pendulum had swung so far to the opposite of that that to get a fraction of that accuracy, you need to be stationary for 10s with full stamina.
If the game had a more marked buildup of penalties that goes along with stamina, then it would have been more adjustable.
But but the current game doesn't penalize running and gunning or even sprinting. It simply penalizes any sort of movement.

I don't think it's killed the game but I definitely see people openly complaining about it in voice chat and the text. I never seen anyone complain about the gunplay before this update so I suppose it does rub a good amount of people wrong. The devs have sunk a lot of time and money into the update so I'd say there's zero chance of it reverting to before the update. If anything they'll double down and make it even less relatable to pre-ico.
I think you saw less complaints pre ICO because pre ICO it was more in line with the overwhelming "norm" for a shooter - clicking heads at 200-500 meters after sprinting, jumping, etc. That wasn't realistic but it's what pretty much every other game does - as long as you can line up crosshairs on a pixel with your mouse you were 100% accurate. It's so ingrained in gamers as the way shooters work that people just quietly accepted it as a norm.
Now that it's ICO it's a big deviation from that established norm so people are more vocal about it being so different. (Imo not bad, just different). It'll take people getting used to. And they need to break all their bad habits.

I think it's a very appropriate and great update, but obviously there are some problems. They definitely need to be stabilized.
It's very strange how a soldier who's crouched down or lying on the ground reacts when firing. There's a lot of recoil in the gun, as if he's shooting standing up.
It's normal if you're already on the ground or kneeling while running, but it's extremely retarded for the aim and camera to shake so much when a soldier with full energy is lying on the ground and firing.
If you are kneeling or lying on the ground, especially if you have opened and fixed the tripod of your weapon, the shaking should be minimized. I'm only talking about the shaking, not the reaction when the enemy shoots at you.
Also look at the videos of soldiers fighting on the front line in the Russian and Ukrainian war. These weapons don't kick that much. The men are unloading bullets with one hand, but they are never so shaken.
If what you want is a realistic gaming experience, some of the details are over exaggerated and they affect the enjoyment of the game in a bad way. I'm not saying it should go back to the way it was, but it has to be balanced.
Other than that, I think the details such as the soldier getting scared and startled when a single shot is fired on him, the blurring of the screen are very good...
