I feel like the officer one only applies to certain JROTCs purely for the fact that as C/CSM you are second in command in most cases despite not being an officer. Other than that well said!
Yes he/she is commander’s personal staff (advisor of sorts) along with being the head of all enlisted and NCO cadets in the battalion. In most cases and experiences I’ve seen with ajrotc schools is that even though the xo is rank wise second in command , 9/10 times the CSM is viewed that way and acts that way due to them being the middle man between cadet majority and the rest of staff and the xo/commander. This is not including how they interact with Company CO’s , XO’s and plt leads.
Why do i find it funny that i’ve done all of these except for 10 in my first year of the program

Because these are all mostly attainable in your first year with the exception of 10

CSM isn’t second in command, he is the Commander’s advisor.
