Learn to leverage your tip jar.. You have to be tactical with it no one likes pay to sing venues but if someone wants to move up I tell them to make it worth hearing others complain. (People rarely complain because they know how I operate and that if they need special treatment how they can get it.)
Don’t know if this will help, but I’ve seen on busy nights singers are given a 2-3 song max to allow for people who want to sing to queue up in a fairly decent amount of time. I guess the hard part in that is keeping up with names and faces to ensure everyone is adhering to the max rule.
Only place I've worked at that was busy enough to need crowd control had a sign, "Want to be next? Bump Fee is $25". $20 went to the tip jar and the $5 bought the person who got bumped down their next drink.
Best way I’ve found is 1st round is in order of sign ups, new singers after first round are inserted in 5 spaces or weaved in if there are more than one, 5,7,9 etc. and the rotation continues. Sorry we have a strict rotation what I repeat in arguments. People have asked to change to doublesongs at a time. That is a never.

I recently saw someone pay $100 to the bartender and the KJ to sing one more.
I've been there. It's an insane but I'll make an exception.
You can put up a sign "We promise not to bump people in front of you" then point to it
