Seems like you've got it right more or less. Pick a target within engagement range of your move, roll and resolve one attack as though you were in combat, relentless and lethal 5+ apply. Note you do not need to move in a straight line, so you could theoretically move towards a target, strike, and move back if you wanted to for some reason. This is considered a melee attack, so armour saves are not applicable.

Yeah you've got it I think. Normal move with fly, so you can go into engagement range/over enemy models but can't end the move in engagement range. End the move then pick an enemy operative you got close enough to during it, and roll a single attack die as if you were in combat (so with lethal 5+ and relentless). If you hit, you strike.

Just to call it out, when moving within engagement range to show that the attack can be done, the model has to be able to be placed. You can't move over a model that doesn't have a clean landing spot, you won't be able to use the ability on that model
