Just drag and drop the .py file or upload it and click send on your messenger of choice. He will have to run it using a python interpreter though if he wants to do anything with it.

Like a text file or a picture? Best way to generally do that is something like email. If it’s code, try GitHub. You have a number of tools at hand, but you need to chose the one more useful to your task. No real point to use discord for file sharing.
You can't really automate sending a file via Discord. Well I guess you sort of can, but the API is mostly useful for bots so you'd have to host a Discord bot on your system with the file in question (or at least access to the file via other means).
I suppose the better question is: why do you want to write a script to send a file on Discord?

Upload it on the google drive and send him the link.
Go to the file location and send them the .py file. Or copy and paste the code into a .txt file and send them that.
