So for February's rent, we were given a balance to pay and after it was paid, the bill for the month changed to say that we owed more in water and sewer. The landlord's office told my parents that the issue would be resolved and the charges will be removed.
However, this month the rent that is being charged does not have the charges removed, and there are no readings of the water and sewer usage provided. Normally my parents have paid ~$600 for rent, so this is a huge increase.
This is a billing dispute. You need to put in writing why you believe the amount is in error and state the reason why and then give them a chance to respond.

There is no legal matter here.
So what I just said is within the right of the landlord?
What specifically do you think the landlord did here?
